IEEE ColCACI 2018 – 1st Colombian Conference on Applications in Computational Intelligence

IEEE Computational Intelligence Society Colombian Chapter and IEEE Colombia Section have chosen Medellin as the venue for the First IEEE Colombian Conference on Applications in Computational Intelligence ColCACI 2018. This event seeks to be the most important conference in computational intelligence (CI) in Colombia putting together academic, scientific and industry. During the last years, Medellin has gained national and international recognition for the development of multiple initiatives in the field of computational applications. These tools have been used successfully to solve some government and education institutions problems. Medellin has 10 universities with undergraduate and graduate programs related to CI. This has allowed the local companies to grow and has encouraged multinational industries to open branch offices in the city. Furthermore, an increasing number of startups has uplifted the innovation ecosystem and contributed to the socio-economic development of the region. Meanwhile, local universities have attracted a new generation of highly skilled professors and researchers, whom have helped to establish doctoral programs and mature research groups.
We hope that both local academy and industry will take active participation in IEEE ColCACI 2018. Papers will be reviewed by an international technical committee under the IEEE standard procedure and accepted papers must be presented in oral session. This process is mandatory for the paper to be published in the conference proceedings (IEEE Xplore database, including ISBN).

PAPER SUBMISSION

We invite authors to submit high-quality full papers reporting original and novel research results on all above topics. Papers must be written in Spanish or English, unpublished and not submitted elsewhere. Full papers must be formatted as the standard IEEE double-column conference template. Maximum 6 pages are allowed for each paper, including all illustrations and references.

PUBLICATION (And Special Issues):

-Accepted and presented papers will be published in the IEEE ColCACI 2018 Conference Proceedings and submitted to IEEE Xplore®
Best papers will be candidates to be published in a extended version in REDIN (Engineering Faculty journal – Universidad de Antioquia)
The manuscripts presented to the journal must be substantially improved compared to the versions published in the conference proceedings: 50% of the material should be new and the exposition improved.
An author cannot publish more than one article as the main author or as a co-author in the same issue of the journal; if one author submits several papers and they are approved, one article will appear in the special issue and the other in an ordinary issue.
All papers to be published in the journal, must be submitted through the OJS indicating in the cover letter that the article belongs to a work presented at the COLCACI2018 conference. These are submitted to the regular process of peer evaluation used in the journal and the editors of the journal in the subject area are responsible for the decision.
The papers derived from the conference would not be published in a special issue, but in an ordinary issue that would be dedicated to the papers of the conference in case they are sufficient, if the approved papers are insufficient for an issue, it would be filled out with other papers submitted by the regular process of the journal, hopefully from the same area.

IEEE Sección Colombia 60 Años

Reciban un saludo de año nuevo con los mejores deseos en lo personal y lo profesional.
Este año 2018 la Sección Colombia del IEEE conmemora su sesentavo aniversario. Motivo por el cual quiero expresar a todos los miembros mi sincero agradecimiento y felicitación por hacer parte de esta organización.
El 7 de Enero de 1958 se aprueba oficialmente por parte del IRE (Institute of Radio Engineers) la creación de la Sección Colombia. Siendo el organizador y primer presidente el Ingeniero T.J Meek Senior Member del IEEE, fue entonces la tercera Sección en crearse fuera de Estados Unidos. Posteriormente en 1963 con la fusión entre el IRE y la AIEE la Sección Colombia entra a hacer parte del IEEE.
En la actualidad contamos con más de 2 mil miembros entre estudiantes y profesionales de los cuales son 7 Life Senior Members, 9 Life Members, 700 Members, 165 Graduated Student Members, 17 Asociate Members y 1123 Student Members. Existe un importante grupo de miembros en las principales ciudades del país y hacemos presencia mediante Sub Secciones, Capítulos, Grupos de Afinidad que suman más de 20 unidades sin dejar de lado las más de 50 Ramas Estudiantiles presentes en todo el país, lo que nos convierte en una de las secciones mas grandes del IEEE en Latinoamérica.
En estos sesenta años muchos eminentes ingenieros han formado parte de la sección incluso desde su fundación, sea este el momento para rendir un homenaje postumo a personajes como Roberto Valenzuela, Hernando Duran, Ernesto Obregón y Kasys Gabriunas, quienes ya no nos acompañan físicamente pero cuyo aporte y enseñanzas perduran hasta ahora.
Este año contaremos con un grupo de importantes e interesantes actividades que esperamos cumplan la mayor parte de las expectativas y necesidades de actualización de la membrecía, como es el caso de IEEE Colombia Summit en Bogotá, COLCOM y COLCACI en Medellín, Andescon en Cali, International Conference on Electromagnetics in Advanced Applications ICEAA en Cartagena de Indias. Además de conferencias y actividades a lo largo del año.
Dentro de las actividades se ha iniciado el proceso de selección del Logo conmemorativo de los 60 años, tarea que han venido adelantando voluntarios y profesionales en el área del diseño gráfico. La decisión final estará a cargo de los miembros de la sección mediante votación electrónica cuya comunicación debe llegarles próximamente. 
Este 2018 se proyecta como un año bastante activo para el IEEE en Colombia, le invitamos a mantener su membrecía al día y renovar antes del próximo 31 de Enero. Se sortearán obsequios entre los estudiantes y profesionales que tengan su membrecía activa para esta fecha.

Actualmente soy catedrático Universitario y consultor en proyectos de Energía Eléctrica.

Navigation: The Road to GPS and Getting Beyond It by Kathleen Kramer
Navigation can be viewed as merely determining position or direction, but more commonly it relies on knowledge of position or direction to control or monitor movement from one place to another. In this talk, the field of navigation is introduced, including the evolution of techniques up through modern navigation dominated by electronic navigation including radio, radar, and satellite. The working of GPS, a navigation system based on a constellation of satellites in medium earth orbit that provides positioning information with global coverage is explained. Since its launch in 1978, it has been in ever wider use for finding and keeping track of just about anything: people, animals, boats, trucks, planes, and more. Its initial military uses have expanded far into civilian applications both for individuals and for large-scale commerce and transportation.
The wide availability of first personal vehicle GPS navigation and later mobile phone-based navigation have changed how the world does business and how people and goods are moved around. As more and more vehicles and people rely upon it, any threats to GPS navigation become more dangerous. This is a result that more systems have become completely or primarily dependent on GPS for guidance and navigation. Simple jamming of the GPS can render a system completely blind to its location, while more sophisticated attacks can spoof a GPS signal to control its navigation. Future trends and technologies to address the security issue and to move forward in navigation are discussed.

Speaker Bio:
Kathleen A. Kramer is a Professor of Electrical Engineering and Director of IEEE Region 6 (Western USA). She is a commission member of ABET (formerly known as the Accreditation Board of Engineering & Technology). She has co-authored over 100 publications, maintains an active research agenda and has recent publications in the areas of multisensor data fusion, intelligent systems, and neural and fuzzy systems. She received a B.S. degree in electrical engineering magna cum laude with a second major in physics from Loyola Marymount University, and her M.S. and Ph.D. degrees in electrical engineering from the California Institute of Technology. A Distinguished Lecturer for the IEEE Aerospace Electronics Systems Society, she also serves as a Vice-President for the society and leads their cyber security technical panel. She has been a Member of Technical Staff at several companies, including ViaSat, Hewlett Packard, and Bell Communications Research. She supports student outreach activities in San Diego including San Diego Expanding Your Horizons, and leads an IEEE effort to connect students to industry mentors.
